KEMENTERIAN PEKERJAAN UMUM BAHAS PENGUATAN KEPEMIMPINAN PEREMPUAN: WAMEN DIANA TERIMA DRAFT KERANGKA KEBIJAKAN PAVE

Jakarta, 9 Desember 2025 - Kementerian Pekerjaan Umum menggelar Diskusi Penyerahan Draft Kerangka Kebijakan dan Roadmap Program Promoting Advancement of Women in Indonesia's Infrastructure Sector (PAVE) bersama Wakil Menteri Pekerjaan Umum, Diana Kusumastuti. Pertemuan ini merupakan bagian dari kolaborasi antara BPSDM Kementerian Pekerjaan Umum dan Indonesia-Australia Partnership for Infrastructure (KIAT) dalam memperkuat kepemimpinan perempuan di sektor infrastruktur.

Kegiatan dihadiri oleh Steven Chaytor selaku Facility Director KIAT; Anupma Jain (Deputy Director GEDSI KIAT); Dyana Savina Hutadjulu (Team Lead PAVE KIAT); Diana Pakasi (PAVE Policy Consultant KIAT); para women leaders PAVE di lingkungan BPSDM; serta jajaran Sekretariat BPSDM. Dalam kesempatan tersebut, tim PAVE memaparkan perkembangan implementasi program, termasuk penguatan kapasitas 30 perempuan pemimpin serta hasil konsultasi kebijakan yang telah dirumuskan dalam draft Kerangka Kebijakan dan Roadmap PAVE.

Dokumen ini mencakup tiga area aksi utama yang selaras dengan prioritas Kementerian PU, yaitu pembentukan Srikandi PU, penguatan budaya kerja inklusif, serta penguatan proses internal yang mendukung kepemimpinan perempuan.

Dalam arahannya, Wamen Diana menegaskan bahwa penguatan kepemimpinan perempuan harus memberikan dampak nyata bagi organisasi. “Program seperti PAVE tidak boleh berhenti pada pelatihan, tetapi harus menghasilkan aksi konkret yang dapat dirasakan oleh pegawai dan organisasi,” ujar Wamen Diana.

Ia menambahkan bahwa pelaksanaan program harus ditopang oleh koordinasi lintas kementerian. “Kita perlu bekerja bersama dengan Kementerian PPPA, PANRB, Kemendagri, dan Kementerian Keuangan, karena isu pengembangan talenta perempuan tidak bisa diselesaikan oleh satu kementerian saja.”

Wamen Diana juga menekankan pentingnya penguatan kelembagaan perempuan di lingkungan PU. “Srikandi PU perlu memiliki posisi kelembagaan yang kuat di bawah Sekretaris Jenderal agar dapat menjalankan mandatnya secara optimal,” jelasnya. 

Menurutnya, dukungan unit seperti Biro Kepegawaian, Organisasi dan Tata Laksana, serta KORPRI sangat dibutuhkan untuk memastikan kebutuhan pegawai perempuan dapat diakomodasi secara komprehensif.

Pertemuan ini menghasilkan beberapa kesepakatan tindak lanjut, antara lain finalisasi Kerangka Kebijakan dan Roadmap PAVE pada Januari 2026; pelaksanaan Policy Dialogue dan achievement ceremony pada Maret 2026 bertepatan dengan peringatan Hari Perempuan Internasional; serta peluncuran Srikandi PU sebagai langkah awal penguatan kelembagaan perempuan di Kementerian PU.

Kegiatan ini menjadi momentum penting dalam memperkuat komitmen Kementerian Pekerjaan Umum untuk membangun lingkungan kerja yang lebih inklusif dan meningkatkan kontribusi pemimpin perempuan dalam pembangunan infrastruktur nasional.



Jakarta, 9 December 2025 - The Ministry of Public Works held a Discussion on the Submission of the Draft Policy Framework and Roadmap of the Promoting Advancement of Women in Indonesia's Infrastructure Sector (PAVE) Program with the Deputy Minister of Public Works, Diana Kusumastuti. 

This meeting is part of the collaboration between the Ministry of Public Works (BPSDM) and the Indonesia-Australia Partnership for Infrastructure (KIAT) in supporting the promotion of women's leadership in the infrastructure sector. 

This briefing was attended by Steven Chaytor as Facility Director of KIAT, Anupma Jain (Deputy Director, GEDSI, KIAT), Dyana Savina Hutadjulu (PAVE Team Lead, KIAT) and Diana Pakasi (PAVE Policy Consultant, KIAT), representatives of the PAVE women leaders of BPSDM, and the Secretariat of BPSDM. The PAVE team conveyed the progress of the program's implementation, including the strengthening of the capacity of 30 women leaders and the results of policy consultations that have been formulated into the draft PAVE Policy Framework and Roadmap. 

The document contains three main action areas, which are aligned with MPW priority areas - the establishment of Srikandi PU, strengthening an inclusive work culture, and strengthening internal processes that support women's leadership. 

In her direction, Deputy Minister Diana emphasized that the policy of strengthening women's leadership must have a concrete impact on the organization. "Programs such as PAVE should not stop at training, but must produce real actions that can be felt by employees and organizations," said Deputy Minister Diana. She added that the implementation of the program needs to be supported by cross-ministry coordination. "We need to work together with the Ministry of PPPA, PANRB, the Ministry of Home Affairs, and the Ministry of Finance because the issue of developing women's talents cannot be solved by one ministry alone," she continued. 

Deputy Minister Diana also emphasized the importance of strengthening women's institutions in the PU environment. "Srikandi PU needs to have a strong institutional position under the Secretary General in order to be able to carry out his mandate optimally," She said. She assessed that the support of units such as the Bureau of Personnel, Organization & Governance, and KORPRI is very important to ensure that the needs of women employees can be addressed comprehensively. 

This meeting agreed on a follow-up in the form of finalizing the PAVE Policy Framework and Roadmap in January 2026, holding a Policy Dialogue and achievement ceremony in March 2026 as part of the celebration of International Women's Day, and launching Srikandi PU as the first step in strengthening women's institutions in the Ministry of Public Works. 

This activity is an important momentum in strengthening the Ministry of Public Works' commitment to create a more inclusive work environment and increase the contribution of women leaders in national infrastructure development.
